【摘要】:ThispartofISO/TR13387describesoneframeworkfortheprovisionofanengineeredapproachtotheachievementoffiresafetyinbuildings,basedonthequantificationofthebehaviouroffireandpeople.TheTechnicalReportisnotintendedasadetailedtechnicaldesignguide,butcouldbeusedasthebasisfordevelopmentofsuchaguide.Itindicatestheinterdependenceandinteractionsbetweenvariouscomponentsofthefiresafetysystemandprovidesanindicationofthetotalityoffiresafetydesign.Itisappropriateforvariousalternativesingleormultipledesignobjectives.ThebasicprinciplesgiveninthispartofISO/TR13387,togetherwiththeguidanceondetailedaspectsoffiresafetydesigngiveninotherparts,maybeappliedtoalltypesofbuildingandtheiruse.PrincipallythisPartappliestocommontypesofbuildingsuchasdwellings,officebuildings,departmentstores,schools,hotels,andpublic-assemblyandindustrialbuildings,newandexisting.Theprinciples,themethodologyandmanyofthecalculationtoolsmaybeappliedtothesafedesignofmanyotherstructures,whichmayormaynotaccommodatepeople,suchastunnels,petrochemicalplants,offshoreoil/gasinstallationsandtransportationsystems(railwaycarriages,aircraftcabinsandpassengerships).ThispartofISO/TR13387takesintoaccountmanyfactorsincludingbuildingconstruction,meansofescape,humanfactors,smokemanagement,detection,alarmandfiresuppressionandtheircontributiontotheattainmentofthefiresafetyobjectives.Itprovidessomealternativeapproachestoexistingcodesforfiresafetyandallowstheeffectofdeparturesfrommoreprescriptivecodesandregulationstobeevaluated.Althoughtheemphasisinthisdocumentisonsafetyoflife,thefiresafetyengineeringapproachcanalsobeusedtoassesspropertyloss,businessinterruption,contaminationoftheenvironmentanddestructionofheritage.Itisanticipatedthat,inthefuture,thispartofISO/TR13387willbebroadenedtocover,forexample,propertyloss,businessinterruption,contaminationoftheenvironmentanddestructionofheritage.
